Aims of the Framework

The Government Commercial Agency (GCA) Supply Teachers and Education Recruitment Framework (RM6376) came into effect in April 2026 and runs until April 2029. Its purpose is to help schools and academy trusts procure agency staff through a pre-approved list of suppliers operating under standardised terms and conditions.

At Classroom Direct Recruitment, we welcome the framework's focus on safeguarding, transparency and value for money.
These are principles we have built our business around from day one.

Safeguarding Compliance

We ensure all candidates are screened for: Enhanced DBS, Right to Work, ID verification, Qualifications checked, QTS Status, Employment History, and their alignment and agreement with KCSIE policies.

Accreditation & Audited Standards

We are registered with the ICO, demonstrating our commitment to protecting the personal information of schools, candidates and other stakeholders, ensuring that all data is collected, stored, processed and shared securely and lawfully

Pricing Compliance

Our fees are even cheaper than the prices listed in the Framework. We are able to do this because we are a small local business with little overheads. Enquire to see our prices.

Can schools still use a non-framework agency?

YES!
As stated in the Academy Trust Handbook 2026

"2.28. Trusts must use the Government Commercial Agency, Supply Teachers and Education Recruitment for their supply staffing requirements unless they have an alternative compliant agreement with rates which do not exceed those available through the framework."

"Trusts choosing not to use the framework will need to satisfy two tests:
1. Any alternative arrangement
must be compliant with the Procurement Act 2023 (PA23), with spend assessed at trust level — that is, aggregated across all schools within the trust, not individual schools. Trusts spending above PA23 financial thresholds [£207,720] must demonstrate they have conducted a compliant procurement process.
2. The
rates secured must not exceed the GCA framework rates."

Every school and trust should follow its own procurement policies and seek advice where appropriate.

Classroom Direct Recruitment,
a compliant alternative

We launched our business after the framework had already selected their approved list, and agencies cannot join now the framework is closed.
Although Classroom Direct Recruitment is not currently listed on the RM6376 framework, we operate to the same professional standards that schools expect from any high quality education recruitment partner.

We have analysed the Academy Trust Handbook 2026 and the GCA RM6376 Framework to ensure our offering matches or exceeds the specifications, ensuring we can be your compliant alternative.

Insurance Policies

We have insurance policies in place for:
Employers' Liability Insurance: minimum £5,000,000
Public Liability Insurance: minimum £5,000,000
Professional Indemnity Insurance: minimum £1,000,000

Payroll Compliance

PAYE/umbrella arrangements clearly disclosed.Off-payroll working / IR35 position documented for every placement type. Modern Slavery Act 2015 statement published.

Procurement Act Readiness

Terms and conditions and business documentation supplied. Willing and able to complete a trust's own due-diligence questionnaire. Written statement confirming our rates do not exceed RM6376 caps, for the trust to attach to their own procurement file
